(Note by the Secretary).

The Colonial Office have referred to the Oversea

Defence Committee, for consideration from the defence point

of view, the proposals now under discussion in connection

with increasing the water supply of Hong Kong.

2. The papers dealing with this question being very

voluminous, an attempt has been made in the attached notes

to place the essential facts before the Committee as

briefly as possible.

Authorities for the various statements

are quoted, but the figures given must only be regarded

as approximate, since various discrepancies have been

noted between estimates and reports received.

The questions for consideration by the Committee

would appear to be

Is the adoption of the Aberdeen scheme essential from the defence point of view?

If so, should it be undertaken before the second section of the Shing Mun scheme is proceeded with?
